On 13 November 2007, the European Court of Human Rights issued a judgment of the Grand Chamber in the case of D. H. and others against the Czech Republic, in which thirteen votes against four concluded that the Czech Republic had violated the prohibition of discrimination against 18 applicants in respect of their right to education. Exhibition The Ministry of Education warns: Segregation seriously harms you and also people around! Vol.2 (Reflection after 10 years), which aim to contribute to raising awareness of the problem of Roma citizens segregation and not only in the Czech educational system. It points to both explicit and hidden racism, which may hide behind the seemingly neutral phrases that accompany the discussion of the separation of Roma from the other “white” societies. Therefore, the artists participating in this exhibition are not limited to finding that normal children do not belong to former special schools, but they are thinking about the mechanisms that allow the most of them to isolate Roma fellow citizens. At the same time, this project offers a different perspective of the Roma community itself, which is being watched by the eyes of Roma artists.
For Roma children in Czech schools, segregation remains a daily reality. Starting at the age of five, they find themselves placed in separate schools or separate classes, receiving a sub-standard education that only serves to perpetuate the cycles of Roma exclusion. This exhibition presents segregration and its costs from a Roma perspective, looking at the issue both in and beyond the school system of the Czech Republic. It points at the racism which may be hidden behind a seemingly neutral phrases contained in the debate which presents Roma as different from the rest of the “white” society. The exhibiting artists concentrate on the mechanisms that allow the white population to isolate their Roma fellow citizens, and to pretend that this segregation is motivated by good will. Concurrently, this project presents a view of the Roma community itself from a different perspective, this time seen by Romani eyes. Instead of stressing supposed failures to adapt, or the challenges of troublesome coexistence with the mainstream society, it focuses on the positive values that are at the core of the Roma lifestyle, thus holding up a mirror to the white majority The exhibit is being held on the tenth anniversary of the D.H. v. Czech Republic ruling from the European Court of Human Rights in Strasbourg, which found that the Czech school system was guilty of discrimination against Roma children. The Czech government has pledged to treat all children equally and has introduced a range of reforms. But after ten years, Czech Roma children are still waiting for an equal chance. A part of the exhibition will be a public discussion on 14 November 2017 at 2pm at “Studio Letná”. Artist will talk about the themes of the exhibition, i.e. segregation of Roma children in education as well as the border between art and activism. H. a ostatní proti České republice, ve kterém většinou třinácti hlasů proti čtyřem dospěl k závěru, že Česká republika porušila zákaz diskriminace 18 stěžovatelů ve spojení s jejich právem na vzdělání. Výstava Ministerstvo školství varuje: Segregace vážně škodí Vám i lidem ve Vašem okolí! Vol.2 (Ohlédnutí po 10 letech.), si klade za cíl přispět ke zviditelnění problému segregace Romů a to nejen v českém vzdělávacím systému. Poukazuje na explicitní i skrytý rasismus, který se může skrývat za zdánlivě neutrálními frázemi provázejícími diskuzi o oddělění Romů od zbytku „bílé“ společnosti. Umělci participující na výstavě se tedy neomezují na konstatování, že normální děti nepatří do bývalých praktických škol, ale zamýšlí se nad mechanismy, které bílé většině umožňují izolovat romské spoluobčany. Zároveň tento projekt nabízí jiný pohled na samotnou romskou komunitu, která je tentokrát nahlížena očima romských umělců. Pro romské děti na českých školách je segregace každodenní realitou. Od svých šesti let jsou umisťovány do segregovaných škol nebo segregovaných tříd se sníženou kvalitou vzdělání, které přispívá k začarovanému kruhu celkového vyloučení Romů ve společnosti. Tato výstava upozorňuje na segregaci z pohledu Romů jak v rámci školního vzdělávacího systému, tak i mimo něj. Poukazuje na rasismus, který může být skryt ve veřejných debatách do zdánlivě neutrálních frází, jež představují Romy jako odlišné od zbytku „bílé společnosti“. Současně tento projekt představuje pohled na samotnou romskou komunitu z odlišného hlediska, tentokrát viděného romskými očima. Namísto toho, aby výstava zdůrazňovala předpokládané neúspěchy přizpůsobivosti Romů nebo problémy soužití s mainstreamovou společností, zaměřuje se na pozitivní hodnoty. Výstava se koná k desátému výročí rozsudku D. H. proti České republice z Evropského soudu pro lidská práva ve Štrasburku. Ten zjistil, že český školský systém se dopustil diskriminace romských dětí. Česká vláda se zavázala zacházet se všemi dětmi stejně a zavedla řadu reforem. Po deseti letech však romské děti stále čekají na rovné šance. Součástí výstavy, bude i veřejná diskuse, která se uskuteční 14. 11. 2017 od 14:00 hodin. Tato diskuse se uskuteční v rámci „Studio Letná“ v rámci debaty umělci budou probírat téma výstavy, tedy segregaci romských dětí ve vzdělávání a také hranice mezi uměním a aktivismem.
